RE:                  Status – 2021 Baseball Atlantic Championships

Dear Baseball Atlantic Membership,

At its core, Baseball Atlantic strives to offer the best programming possible at all of its Championships. Our four member provinces – Baseball Newfoundland and Labrador, Baseball Prince Edward Island, Baseball Nova Scotia and Baseball New Brunswick – share in this same goal. It is this commonality that makes Baseball Atlantic a true leader in Atlantic-level amateur sports.

At a recent virtual meeting of the Baseball Atlantic Executive – consisting of the Baseball Atlantic President and four Provincial Presidents with the support of their respective Executive Directors – the topic of the 2021 Baseball Atlantic Championships was discussed in detail. We are all happy that each province will get the chance to play baseball this summer, and to date, all of our provincial baseball associations have successfully implemented proper measures as per public health directives within each province.

With this consideration in mind, it has been decided that the 2021 Baseball Atlantic Championships will proceed this coming season. The timing of this decision also allows our host provinces to best plan and prepare their provincial seasons and select their provincial representatives for our championships.

Baseball Atlantic is looking forward to 2021 when we can once again offer a great Championship season that is reflective of the values and ideals Baseball Atlantic strives to offer its members. It is with that core message in mind that we look forward to seeing you all at the various ballparks throughout your respective province, and Atlantic Canada as a whole.

In closing, continue to stay safe and practice the public health measures and directives within each of your provinces to ensure we are all able to continue to play this wonderful sport safely this summer.

Gerry Leblanc

Further to the Annual General Meeting of the Board of Baseball Atlantic held in Halifax on November 24, 2019, the members agreed to the additions, changes, and amendments to the Baseball Atlantic Tournament Manual and operations as follows:

1. To facilitate the reporting of tournament game results, Host committee will be required to complete the Championship Scoring Report at the end of each day and forward it to the Provincial Baseball Association office. The data will be entered on the Baseball Atlantic web site by the office. A sample of the Championship Scoring Report can be found on Page 30 of the Baseball Atlantic Championship Tournament Manual.

2. Host Committees will be required to post on the Baseball Atlantic Twitter page the game results in a timely fashion. Host Committees will be provided access and procedures as detailed on Page 31 of the Baseball Atlantic Championships Tournament Manual.

3. Team rosters for Atlantic Championships shall be forwarded to the Provincial Baseball Association offices. The Provincial Baseball Association will then send the rosters to the Host Committee of the respective championships.

4. The Provincial Baseball Associations will be responsible to appoint a Baseball Atlantic Representative at all championships to assist the host committee in overseeing the tournament. In situations where a representative cannot be identified, the Provincial Baseball Association office shall assume that role.

5. Tournament schedules have been revised in which all teams will have one home and one away game each day during the round robin portion of the tournament.

6. Tournament schedules have been revised in which the host committee can choose the day and time of the opening ceremonies. Length of time of opening ceremonies shall not be any longer than 20 minutes.

7. In the event of a tie during round robin games, extra innings will begin with runners on 1st and 2nd base with no outs for all extra innings until a winner is determined. Tournament manual (P.15) outlines the game procedures and this tournament rule shall not apply to tie-breaker, playoff or championship games.

8. Changes to the player pick-up rules where at the 18U AA level, all provinces are limited to a maximum of three pick-ups for the championships.

9. Baseball Canada new pitch count rules shall apply to Baseball Atlantic Championships with one adjustment to the new rules. Since Baseball Atlantic championships are 3-day events, and not 4-day events (Baseball Canada), the maximum pitch count of a pitcher shall be over three (3) days.

10. An appendix has been added to the tournament manual which provides interpretations, with examples, of the new pitch count rules for Baseball Atlantic championships.

Further to the Annual General Meeting of the Board of Baseball Atlantic held in Halifax on December 2nd, 2018, the members agreed to the additions, changes, and amendments to the Baseball Atlantic Tournament Manual and operations as follows:

1. Teams attending the 14U Girls Championships shall be permitted over age players (turning age 15) as follows; a maximum of two (2) players per attending team from Newfoundland and Nova Scotia, and three (3) players per attending team from New Brunswick and Prince Edward Island.

2. Provincial Baseball Associations have agreed to use a standard registration (roster) form for teams attending the championships. This will facilitate the addition of players to the roster. The form will be available from the Provincial Baseball Association.

3. Teams at the 11U, 13U (except 13U AAA), 15U category will be allowed two (2) pick-up players from other teams from the same age and or lower skill category within their own province. There is no change to the current practice of pick-ups for the 18U category.

4. Amendments have been made to the playing schedules to clearly identify the playing schedule for the provincial champions of the hosting province. The term “Host” has been removed and replaced by Team 1 and Team 2. Team 2 shall be the provincial champions, which can be the host team.

5. The Board of Baseball Atlantic has sent a recommendation to Baseball Canada Championship Committee to amend the National Atlantic 13U AAA schedule to incorporate quarter-final games. This will eliminate the situation of teams being eliminated after the first day of games played and at the same time have more teams still compete in the playoffs towards the championship game.

6. A pitcher, nearing a pitch count rule threshold, shall be permitted to finish the batter and thrown pitches over the threshold amount shall not be charged to the pitcher’s total pitches as it pertains to the pitch count rest period. The condition is that the coach notifies the umpire, in advance, that the pitcher is throwing to his last batter. This will eliminate the removal of a pitcher during a batter’s at bat due to the pitcher reaching a pitch count threshold. Additional details is available in the tournament manual.

7. Where a team goes undefeated during round robin play and all other teams have at least two losses, the undefeated team must be beaten twice and the undefeated team shall have the choice of home game for both games if two games are played.

8. In the event of an intentional walk, the pitcher is not required to throw any pitches to the batter. The coach shall notify the umpire and the batter shall proceed to 1st base. If any pitches were thrown to the batter, only those pitches shall count towards the pitcher’s pitch count.

9. At the 15U AA and AAA categories, the Baseball Canada “Extended Hitter-(EH)” rule can be used. In general, a team has a choice to add another batter anywhere in the batting order. His position assignment on the line-up card shall be “EH”. The player can be assigned to multiple positions on the field during the game. In other words, the “EH” can be the shortstop and the former shortstop shall assume the “EH” position assignment with no change to the batting order. Additional details are provided in the tournament manual.
